Some are, some aren't, I think. Some people do seem to go to these "nude" bike rides and stuff with underwear on, don't they... and yeah, it is cheating. But oh well, if they aren't comfortable doing anything more than that, that's okay...

I can't quite call it cheating if a bike is involved. Certainly, I would think pedaling a bike with nothing between my sack and the seat is just asking for a world of hurt.

It's legal in some parts of the US... depends on state and local laws, there aren't federal laws on that kind of thing. I don't know where those pics are from, though. Weltall, did where you found them from say?
